Bug in dragging minimized portlets

How to reproduce:

1. create a portlet layout with two columns
2. create 2 portlets - 1 in each column
3. minimize one portlet
4. drag it over to the other column
5. restore the minimized portlet

The restored portlet now takes up the entire height of the column, and the other portlets don't resize at all.

This is easy to reproduce in https://www.smartclient.com/#portletContentsDragging.

In the attached screenshot you can see this bug in the left hand column.
